버겐 카운티(Bergen County)는 미국에서 가장 엄격한 블루법(Blue Laws) 중 하나를 시행하고 있어 대부분의 소매점이 일요일에 문을 닫는다. 이 법은 식민지 시대부터 시작된 것으로 일요일을 휴식과 가족과의 시간으로 보내도록 하는 취지였다. 하지만 아메리칸 드림 몰(American Dream Mall)은 이러한 블루법을 무시하고 일요일에도 영업을 계속하고 있어 논란이 되고 있다.
버겐 카운티에 거주하는 학생들 사이에서는 이에 대해 복잡한 감정을 보이고 있다. 몰이 일요일에 문을 열면 더 많은 곳에서 시간을 보내고 쇼핑할 수 있다는 장점이 있기 때문이다. 실제로 많은 학생들이 아메리칸 드림 몰을 최소 한 번은 방문했거나 월별 또는 주별로 정기적으로 찾고 있다. 반면 블루법은 소상공인들의 직원들이 하루를 쉴 수 있도록 도와주는 역할을 한다. 몰의 일요일 영업은 문을 닫아야 하는 소규모 상점들에게 불공정한 경쟁을 만들 수 있다는 우려도 있다.
몰과 쇼핑객들은 일요일 영업이 편의성을 제공하고 뉴저지의 관광을 지원하며 지역사회에 도움이 될 수 있는 일자리를 창출한다고 주장한다. 반면 지역 사업체들과 관계자들은 몰이 카운티 규정을 위반하고 있으며 소규모 상점들에게 불공정한 경쟁을 만들고 있다고 말한다. 카운티 정부는 블루법을 시행하려고 노력하고 있지만 몰이 일요일 영업을 위한 법적 허점과 다른 해석을 가지고 있어 상황이 복잡해지고 있다.
학생 입장에서 보면 블루법은 좋은 의도를 가지고 있지만 일요일은 사람들이 즐거운 시간을 보내는 날이기도 하다. 그런 장소 중 하나가 몰일 수 있으며 수익 창출에 도움이 될 수 있다고 생각한다. 하지만 일요일에 몰을 여는 것은 직원들이 하루를 쉬지 못할 수도 있다는 의미이기도 하다. 블루법과 사람들의 일요일 자유 시간 사이의 균형을 맞출 수 있는 방법이 있을 것으로 보인다.
Blue Laws and American Dream Mall
Bergen county has some of the strictest blue laws in this country, which means that most retail stores are closed on Sundays. This dates back to colonial times where it was meant to be a day of rest and to have some family time. The American Dream Mall has been going against these blue laws by being open on Sunday. As a student living in Bergen County, this can create mixed feelings because the mall opening on Sunday could mean that there could be more places to hang out and shop. I know a lot of friends who have at least gone to the American Dream Mall at least once or go there monthly/weekly. On the other hand, the blue laws help small businesses by letting the workers have a day off. The mall’s Sunday openings could create an unfair competition for smaller stores that have to stay closed.
The mall and shoppers argue that Sunday openings provide convenience, supports tourism in New Jersey, and creates jobs which could help the community. While the local businesses and officials say that the mall is breaking county rules and creating unfair competition for smaller stores. The county government is trying to enforce the blue laws but the situation is complicated because the mall has legal loopholes and different interpretations to open on Sunday. As a student myself, I think that the blue laws have good intentions but I also think that Sunday is a time for people to go have fun. One of those places could be the mall and I think while it could help generate money, opening the mall on Sunday also means that workers might not get a day off. Maybe there is a way to balance the blue laws and people’s free time on Sunday.
